My theory is the resistor , previously cracked by I don't know what, make or not make the contact depending if the temperature is too cold or too hot. the result is :the fan stop progressively or is not turning at all . Sometimes when i hit a bump or a hole on the road, the fan suddenly start full speed if the switch has been left to the "3, 2 or even 1 " speed position. Good luck with your cruise control and it is not a sign of a bad start. It just a common volkswagen story like your german garage door. Say hello to your fuse box from me... N.B.
